EP VOTE ON TACHOGRAPH LEGISLATION: UETR WELCOMES THE APPROVAL OF A SPECIFIC PROVISION ON ENFORCEMENT OF CO-LIABILITY PRINCIPLE BUT CRITICIZES THE OUTCOME ON RETROFIT      

The Plenary Session of the European Parliament has approved the report by Mrs. Ţicău on the amendment of Council Regulation (EEC) No 3821/85 on recording equipment in road transport and Regulation (EC) No 561/2006. New generation digital tachographs will use wireless features and will be GPS-integrated. In particular, the satellite positioning service will be free of charge for companies and in case of remote controls, sanctions will not be automatic (thus avoiding a sort of “Big Brother”). Provisions on the harmonization of sanctions at European level to ensure the same application of rules ensuring road safety and fair competition between carriers from different countries have also been approved.  The European Road Haulers Associations welcomes the approval of the provision  expressly requiring that controlling authorities shall make regular checks on co-liability principle carrier-contractor and more generally  of all the actors of whole the supply chain.
